Abstract

Ralph Campbell of North Waterboro, who does business as R. C. Chimney Cleaners, has been indicted for theft by deception for overcharging six clients by $18,000 for repairs he said were needed. According to Assistant Attorney General Amy Homans, the situation was typical of home repair schemes that will multiply with warm weather.
