Abstract

"Continuum" piece on the $150 million being spent on the Brunswick-Topsham bypass a replacement for the Carlton Bridge in Bath. The bypass will shuttle vehicles around the old downtowns to the new one at Cook's Corner, and although it will alleviate traffic problems in Topsham no one knows what it will do for the afternoon congestion in Brunswick. The lesson of both projects is that the state must make huge expenditures not to improve traffic but to return it to the level of a decade ago.
