Abstract

Question 4 on Tuesday's ballot would provide $3 million for repairs to Fort Knox and Churchill Dam, and to bring Maine's parks in compliance with the federal Americans with Disabilities Act. The Maine Bureau of Parks and Lands, which oversees both Fort Knox and Churchill Dam, has a $10 million backlog of needed repairs, but its annual repair budget is only $98,000. Criterium-Mooney Engineers of Portland estimated repairs at Fort Knox to cost $3.2 million. Churchill Dam, which has already exceeded its 15-20 year lifespan, would be replaced with a $1.4 million concrete dam.
