Abstract

Planning for an emergency at the Maine Yankee nuclear power plant in Wiscasset now depends entirely on the Midcoast road network, local and state police, and volunteer firemen. There is only one way out of the Boothbay and Damariscotta peninsulas, and both roads lead toward Maine Yankee. Evacuation by sea is an obvious alternative, but the issue has not been discussed with the U.S. Coast Guard or Navy. The existing emergency system has never been rigorously tested and it is uncertain that it would work. Details.
