Abstract

A yearlong series of meetings on new licenses for dams on the lower Penobscot River has failed to produce any resolution. The key issues for the proposed Basin Mills dam and existing hydroelectric facilities were the effect on treaty rights held by the Penobscot Inidan Nation and the nation's largest remaining Atlantic salmon run. Bangor Hydro-Electric's Basin Mills project has already received state licenses, and needs approval from the Federal Energy Regulatory Commission. The issue will likely end up in federal court.
