Abstract

The Portland West Neighborhood Planning Council, a nonprofit agency founded 25 years ago to help low-income families and hgih school drop-outs acquire services, has a $2 million budget, with most of its funding coming from state and federal grants. Portland West operates YouthBuild Portland, a program that educates at-risk young people, as well as Building Alternatives, Even Start and Head Start. Portland West has had deficits in each of the past three years, and questions about the deficits and the organization's accounting practices prompted the Maine Attorney General's Office to call for an investigation into the agency's handling of state and federal grants. Despite financial problems at the agency, some individuals have benefitted greatly from its programs. Details.
