Abstract

State representative Thomas Bull, D-Freeport, has introduced legislation that would require paper mills in Maine to stop using chlorine-based products. Gov. King favors a measure that would allow mills to substitute chlorine dioxide for chlorine, a process known as Elemental Chlorine-Free bleaching. Maine Department of Environmental Protection Commissioner Ned Sullivan said ECF is considered best available technology. Critics of the measure say no dioxin is the goal, and that means complete replacement of the current bleaching process. Details.
