Abstract

First in a three-part series on the Allagash Wilderness Waterway. The waterway is at a critical point in its 31-year history, and has taken a beating from increasing numbers of visitors, bureaucratic neglect and degradation from nearby logging. The Maine Bureau of Parks and Lands has proposed its first ever management plan for the Allagash, but the draft plan makes no attempt to examine the waterway's needs from an ecosystem perspective. Conservationists criticize the plan as being too weak, and say the document's shortcomings reflect the continuing clout of landowners.
