Abstract

Portland police in May began a crackdown on panhandlers, and have since issued seven citations for panhandling under the city's ordinance and four citations under a new state law. Rudy Rudolph was cited under both the city ordinance and the state law, and the Maine Civil Liberties Union and attorney Charles Glasser filed a lawsuit against the city on his behalf. Portland city attorney Gary Wood is working on a new city ordinance that might zone panhandling off of the city's peninsula. Wood is also contemplating community service, instead of fines, for offenders. Details.
