Abstract

The state Land Use Regulation Commission (LURC), prompted by an application by Matthew Simmons of Rockport for a dock on his 12-acre Otter Island in Penobscot Bay, began to take a closer look at the 321 offshore islands in its jurisdiction, 138 of which are privately owned. Because 80 percent of the privately owned islands are in Knox and Hancock counties, Annette Nagel, director of community science for the Island Institute, recommended that LURC establish criteria for permits in order to avoid cumulative impacts.
