Abstract

"Other Voices" piece on voter turnout, which is in a severe state of decline. In the 1998 national mid-term election, about a third of eligible voters went to the polls. Maine citizens made a better showing, with about a 45 percent turnout, which was the state's lowest in 44 years. Between 1840 and 1900, turnout in presidential elections averaged nearly 78 percent. Today, the United States ranks near last in turnout: 35th among the world's 37 major democracies.
