Abstract
"Capital Letter" piece on a tribute at the State House for Libby Mitchell, which marks the first time since the days of Percival Baxter that such an affair has been held in the Hall of Flags. But this event marked the first time in history that a woman was departing from the speaker's chair of the Maine House of Representatives. Last month Mitchell was honored by the Finance Authority of Maine for her 1998 bill that will, sometime early in the next century, make the first years of college or technical school free for every graduating high school student in Maine.
