Abstract

Kurtis Clements of Richmond has been stopped by police 13 times while driving, yet has never been ticketed for any traffic offenses. Clements claims that he is being harassed by the Richmond Police Department, and the Maine Civil Liberties Union is looking for other Richmond area residents who might have had the same experiences so it can be determined if the police department is conducting illegal stops.
