Abstract

"Periodic Mood Swings" piece noting that government is less democratic than even the worst of public libraries, where rich and poor are all treated alike. Yet, when it comes to receiving financial help from government, those who have, get, as evidenced by the tax break by the state to Bath Iron Works and by the Portland City Council to Bookland to promote the budilding of s superstore on Marginal Way. According to the author, the city's money could be better invested in promoting the activities of the Portland Public Library.
