Abstract

"Maine Perspectives" piece on the state's subsidy formula for distributing school funding, which was revised in 1995 to include factors beyond property assessments and numbers of students. The rewrite was generated mainly by Portland legislators seeking bigger subsidies, but it appears to have hurt rural districts. One of the primary ways of reducing the gap between the "two Maines" is by reducing the disparities in educational opportunities in the state.
