Abstract

"Maine Perspectives" piece comparing Portland police chief Mike Chitwood with right-wing theorists who believe bigger and better jails are the solution to the country's crime problems. The author claims that Chitwood's campaigns to clean up the Old Port and to rid the city's streets of the homeless and drivers cruising for prostitutes is just another way of turning the community against its "outsiders," rather than being examples of good community policing.
