Abstract

"Cover Story" piece on Maine's Democratic 1st District U.S. represenative Tom Allen of Portland, an attorney and, like his father and grandfather, a former Portland city council member. Allen is also a Rhodes Scholar and attended Oxford University with Bill Clinton whose Maine presidential campaign Allen managed during 1991-92. Allen, no newcomer to politics, also worked for Ed Muskie in the 1960s, and worked as a volunteer on George Mitchell's unsuccessful campaign for governor in 1974. But he lost his first bid for higher office in 1994 when he challenged Joseph Brennan in the Democratic gubernatorial primary that year. In 1996, he won the 1st District Democratic primary by a slim margin and went on to win both the 1996 nd 1998 genral elections. With related information on various issues including the Clinton impeachment trial, Allen's political future, and the recent loss of anticipated federal funds from the Department of Housing and Urban Development for two key Maine priorities: recovery from last winter's ice storm and relief for the homeless.
