"News & Issues" piece on a successful toxics reduction law that was terminated last year and is headed for legislative approval in a new version, but without the mandatory standards which prompted substantial pollution reductions over the previous eight years. The new bill is a compromise between a Department of Environmental Protection and industry-backed measure and one supported by environmental groups. It establishes a new statewide goal of a 60 percent reduction by Jan. 1, 2006.
