Abstract

Editorial critical of State Planning Office Director Evan Richert's rejection of the concept of comprehensive planning by Maine's communities. The 1988 Growth Management Act required exactly the kind of planning Richerts wants to pursue through a modest package of state incentives. Unfortunately, the teeth in the 1988 law were repealed in 1991 because it limited the freedom of developers to buy and sell. With a reference to the proposed Everett Hill subdivision in South Freeport.
