Abstract

Newfoundland and parts of New Brunswick and Nova Scotia are currently in the second year of a moratorium on groundfishing, brought about because of a severe decline in inshore cod landings in the mid-1980s. The problem is not just that there are fewer cod, but that there was a serious disruption in the ocean food chain. The lessons from the failures of short-term solutions are ones that Maine's lobster industry would be wise to heed. Details.
