Abstract
Editorial concerning legislative bills debated during the Legislature's short session and proposing an amendment to the state Constitution that would limit such bills to "legislation that is substantive and urgent" rather than "legislation of an emrgency nature," and would lower the Legislative Council's threshold to five votes.
