Abstract

"News & Issues" piece on a legislative commission that is proposing to replace the triumvirate of agencies headed by Maine Education Services (MES) with a single more accountable state agency. The commission is also proposing to give banks and credit unions about $25 million, or half of the state's cheap tax-exempt bond capital that had been the exclusive province of MES agencies, which include the Maine Educational Loan Authority (MELA) and the Maine Education Loan Marketing Corporation (Melmac). The leading advocate for change is Financial Institutional Services Corp., the serving agent for 50 smaller banks and credit unions. With a critique of measures recently taken by MES officials to counter the move.
