"News & Issues" piece on Maine's new college savings plan, which has been slammed by Forbes magazine for its stiff management fees. Forbes gave failing marks to programs in Arkansas, Maine and Indiana for annual management fees of 1.6 percent or higher. But State Treasurer Dale McCormick says the phenomenal success of the NextGen program shows parents and investors are interested in more than just fees. Begun in August, NextGen has grown to a $160 million investment pool, one of the nation's largest.
