Abstract

"News & Issues" piece on Maine's Clean Elections Act. A third of the candidates registered for this year's legislative races have applied for certification under the act. The 1996 law, lthe first public financing statute in the nation, creates a public campaign fund that is available to candidates who meet a series of guidelines and deadlines. It also limits the amount of money any single source can contribute to a participating candidate's campaign, as well as capping the total amount of privately donated "seed money" candidates can raise.
