Abstract
"Periodic Mood Swings" piece asking Gov. King a series a questions about the wisdom of his desire to spend $50 million of the state budget surplus to buy every seventh-grader in the state a laptop computer rather than using the money to hire more and better teachers. Author Jason Wilkins contends that the govenor grossly underestimates the ability of young people to master technologies they have never lived without and which they take for granted.
