Abstract

"Cover Story" piece on Kenneth Moore, 22, of Portland, who is being held at the so-called Supermax state prison in Warren under conditions that most would consider extreme: stripped naked, with almost no human contact, no privacy, and beneath a light that burns 24 hours a day. Both Dr. Michael Tofani, a prison psychiatrist, and Superior Court justice Andrew Mead say Moore's mental illness is exacerbated by his treatment. Moore has spent more time behind bars for his violent reactions to his incarceration than for the crimes he committed outside.
