Abstract

"News & Issues" piece on a new snag that is further clouding the Allagash Wilderness Waterway controversy. Either the state never obtained or simply can't find a U.S. Corps of Engineers permit for the two-year-old Churchill Dam, which controls the water flow in the river corridor. If Maine's Department of Conservation cannot produce the permit, the dam and the boat ramp development in the related wetlands might be illegal structures under both the Wild and Scenic Rivers Act and the Clean Water Act.
