"News & Issues" piece on the Nov. 7 defeat of Question 6 on the statewide referendum ballot, which would have extended specific civil rights protection to gays and lesbians. State senator Susan Longley, D-Liberty, who believes the Legislature should not have mandated a popular vote on the issue, said "(s)ubjecting the protection of minority rights to a majority vote is not leadership."
