Editorial cautioning that the recent federal decision to list Maine's vanishing Atlantic salmon under the Endangered Species Act is anti-climactic, unless the state of Maine cooperates with the preservation effort, and the listing is supported by Maine's Indian tribes, interested citizens and environmental organizations.
