Abstract

"News & Issues" piece on the MOSES program, a proposal that would computerize the issuing of hunting and fishing licenses in the state, which would take that responsibility away from officials at the local level who do not have computers, printers and Internet capability, paving the way for large-scale retailers such as Wal-Mart, Rite Aid and L.L. Bean to pick up the slack. About 1,200 sites statewide sell the licenses. Of these, 500 are municipal offices. The MOSES program and its development will cost Mainers about $3.7 million over five years.
