Editorial noting a blue ribbon commission report concluding that the state's health care system is "inefficient, unreasonably complicated and unfair," and urging the Maine Health Policy Council to bring back the old Maine Health Care Finance Authority, which brought a taste of state regulation to hospitals and other providers.
