Abstract

The governor's task force on reforming the state's education funding formula has retained the principle of using a municipality's property values as the basis for determining the amount of state aid school districts will receive. The task force also considered a poverty index developed by University of Southern Maine professor Josephine LaPlante, which uses property values in conjunction with poverty rate, tax effort and housing costs relative to income.
