Abstract

"Cover Story" piece on President George W. Bush's new education proposal concerning national testing, a new reading initiative, increased spending on existing programs, and vouchers. The Cato Institute, a conservative Washington, D.C. think tank, has contracted with Frank Heller, director of the Maine School Choice Coalition, to report on how school choice works in Maine. But Idella Harter, president of the Maine Education Association, the state's largest teachers' union, fears that by using Maine as an example, the debate at the national level will inappropriately impact the debate in Maine. With a brief history of Maine's school choice program and a list of the 11 private high schools in the state that have 60 percent or more state-funded enrollment.
