Abstract

Maine's paper companies want to ease the restrictions regulating dioxin levels in rivers, claiming that the industry can't afford to comply with the more restrictive standars. The Natural Resources Council of Maine, however, contends that the industry wants to "lock in" lower standards for up to five years before the federal government issues its guidelines one year from now.
