Abstract

The recent U.S. Commerce Department groundfish recovery plan that will severely restrict fishing in the Gulf of Maine is raising concerns among some fishermen that the plan will drive large boats to fishing grounds closer to shore. A New Hampshire fisherman who is a member of the New England Fisheries Management Council is calling for the creation of a coalition of inshore fishermen to prevent offshore boats from invading their traditional fishing grounds.
