Abstract

"News" piece on "grandfathered," or non-comforming buildings, which can be found in virtually every Maine community. According to regulators, they are more problematic in shoreland areas because of potential water pollution from faulty septic systems and runoff from fertilized lawns and gravel roads. But the practice continues to be sanctioned in the law because it's a sensitive property rights issue and because of the high values placed on waterfront land. The Department of Environmental Protection and the Land Use Regulation Commission say it's one of the most difficult issues they face.
