Abstract

"News" piece on simultaneous hearings held by the state Department of Conservation in Fort Kent, Ashland, Bangor, Augusta and Portland to solicit comments on a draft mitigation agreement between the department and the National Park Service regarding the Allagash Wilderness Waterway. The proposal is a compromise to resolve federal violations when the state built Churchill Dam without a required water quality permit. As expected, those from Aroostook County opposed the proposal and protested any federal involvement in the river, while those from southern and Downeast Maine generally supported the draft agreement.
