Abstract
Developer F. Timothy Vigue in 1991 acquired an option on the Sterns Department Store in Waterville, and shortly after that formed a limited partnership with Charles Blaisdell and Daryl Stipek of the Waterville Performing Arts Center. Vigue recently tried to evict the WPAC from the Sterns Cultural Center & Emporium, as the building is now known, and Blaisdell believes the attempted eviction was due to Vigue's grandiose scheme to construct a glass dome over downtown Waterville.
