Abstract

"News" piece on James H. Powell, a phantom petition-gatherer who cost Maine Taxpayers Action Network just enough signatures to invalidate a referendum on a statewide property tax cap, according to Maine Secretary of State Dan Gwadosky. Maine detectives have tried to track Powell all over the country, focusing mostly on Arizona, but have been unable to find him.
