Abstract

"Cover Story" piece on Maine's Clean Elections Act and candidates for governor who are struggling with its mandates. Only two of seven gubernatorial candidates are poised to qualify for up to $1.2 million each in public campaign financing. The difficulty of gathering 2,500 "qualifying contributions" of $5 each from registered voters has led some candidates to wonder if the bar has been set too high.
