Abstract

The Oxford Street Shelter in Portland has an official occupancy of 62, but lately has been hosting as many as 80 individuals a night. It has been estimated that between 60 percent and 70 percent of the shelter's residents are mentally ill. Portland experienced a large influx of people in late August, catching the city's social services officials by surprise. The city has renovated a dayroom at the shelter so it would meet safety codes as an emergency shelter, and officials are considering converting the third floor of the shelter into space for more beds.
