Abstract

According to the Maine Waste Management Agency, 43 communities in the state have adopted some sort of solid waste user fee, comparable to the 53 communities that have mandatory recycling ordinances. Falmouth implemented a pay-per-bag system two years ago, and since then the total volume of waste has decreased 35 percent, while there has been a 75 percent increase in recycling.
