Abstract

Maine Public Advocate Stephen Ward maintains that Nynex has been overbuilding a fiber-optic cable network in the state in order to position itself for entry into an unregulated market for cable TV and other services. Nynex has requested a $38.7 million rate increase, but Exeter Associates Inc., consultant for the advocate, has recommended that Nynex's current rate be decreased by $64.8 million.
