Abstract

Bruce Gensmer, president of The Portland Newspapers, chaired the so-called Gensmer Group, a committee investigating Portland's municipal building process. The committee planned to submit its findings publicly February 20, but a report of the findings was available last week. Portland Press Herald reporter Andrew Russell asked City Councilor Jack Dawson for a copy, but Dawson refused. A lawyer for the newspaper formally requested the report, prompting the city to send copies out.
