Abstract

S. D. Warren has proposed purchasing and demolishing Smelt Hill Dam on the Presumpscot River, which would allow the river to carry more pollution away from the company's Westbrook mill, resulting in the cleansing of a now-stagnant stretch of river. Portland officials are concerned the proposal would put the city on the receiving end of the mill's pollution. Dana Murch of the Maine Department of Environmental Protection says removing the dam would make it easier for migrating fish to swim upstream, lessen the concentration of sediment and reduce the impact of warm wastewater on the river's natural temperature.
