Abstract

A consulting firm hired last year estimated that modernizing and expanding the Cumberland County Civic Center would cost $23 million. County officials say that is too much, and have shelved the project. Officials with the Portland Pirates, the center's major tenant, have complained the facility is too small, but so far this season the Pirates have drawn sparse crowds.
