Abstract

Portland City Councilor Charlie Harlow has been working since 1988 to prevent Burt Wolf from developing nine acres he owns near Harlow's home in the Morrill's Corner area. Recently Harlow asked the Council to change the city's zoning rules to block the project and offered Wolf a piece of city property in exchange for five of the acres Wolfe owns.
