Friends of Casco Bay, the environmental group founded five years ago to advocate for protecting the endangered bay, has adopted a new policy based on cooperation with industry, developers and municipalities to achieve its goal. The new stance, radically different from the aggressive activism that originally characterized the organization, has some observers wondering if a low-key, conciliatory approach is the best way to protect the bay.
