Abstract

Portland city manager RoBert Ganley is ready to hammer out a municipal budget for the fiscal year beginning July 1, 1999, but he is worried the state might reduce or freeze the amount of money allocated to the city for education and revenue sharing. Ganeley says he hopes not to raise taxes or force layoffs, even if his predictions come true. With comments by other councilors on the issue.
