Abstract

"City" piece on city sprawl that is frustrating those who live in neighborhoods along outer Congress Street, and Brighton, Forest and Washington avenues. Planning board chairman John Carroll said board members are studying the situation and the city council has asked the board to recommend changes in zoning laws that will address the problem. Carroll hopes to hold public hearings in January.
